I know they're turning into each other because they're kids and telling on other people is taught as a good thing, but The Candy As Reward System feels so cold in this story. And I can't help but empathize with Jozi even when she's crying at Keith that he'll never find a family (wanna hug him).
The foster father has to be a jerk if he thinks that's reason enough to send him back to the Social Worker.

Glad I could meet the standards! You had a really good idea, and I had a lot of fun writing through the eyes of an unstable kid, including the obsession with sweets, the protagonist complex, and the somewhat unjustified, somewhat fair, highly emotive reactions. Personally, though, I thought Jozi came off as being an unreasonable jerk, so it's a welcome surprise to hear that she can still be empathized with.
When I had just started school, a friend's dad collected model motorcycles. Of course we saw them as toys instead of priceless collectibles, and got into huge trouble for taking them down from the shelf and playing with them. It's surprising how possessive people get over things like that. And from what I've heard about foster homes, if they get sick of a kid, they will take just about any excuse to send them back, sometimes even making stuff up. Keith's probably on strike three by the time this chapter takes place, and the combination of stealing Mr Quackers and the hourglass drove them over the edge.
