My guess is that piranesi was far more powerful before, and it crippled itself when destroying the Etemenanki, we see it's still damaged and regenerating when we first encounter it on game.
And it's explicitly mentioned as a warship atmed with cutting edge weapons and tech, if it was still at 100% the Tiqqun would have been destroyed, both in canon and this fic.
