Conviction.
It's a trait that the Hero Killer: Stain values. One that he believes shapes a true hero.
Conviction.
A villain who is convinced they're a hero - who is convinced they're doing the right thing - is much more dangerous than one who kills just for the sake of it - who kills without conviction. They could change the world with that one thing.
Conviction.
It's something that Midoriya Izuku had.
Conviction.
And it was something that the police couldn't take from him.

Summary
After his mother died, all Izuku could remember was that he definitely changed. He thought he couldn't be a hero, and could only be an average vigilante at best - especially without a quirk.
He wondered when he heroes he idolized became those who he couldn't look up to anymore. He wondered when they became the ones favored by society, those with power. He wondered when all those thoughts solidified his resolve to become a villain. He wondered when he resolved to get power, more power than even All Might.
He wondered if his descent into villainy was gradual, or set off all at once.
