Izuku Midoriya (or really Izuku Hadou for this) and Nejire Hadou are siblings!
Izuku’s quirk, Energy Maelstrom, is able to convert his stamina into spirals of energy. Sort of like a green Wave Motion.
But he is able to use his quirk for short range engagements by his increased control over the energy, allowing him to manipulate it similar to blackwhip by creating offshoots from the initial burst.
He can also create a whirlwind around himself to use as a shield.
Time to conquer the world with two hyperactive squirrel brained heroes.
