About the year 2017 the US has not only re-instituted the Innitative, it's become a global campaign to control the 'Buffyverse' monsters- Enter Krulos: Rulon Emperor and now US National Security Tsar... the real tyrant of the story!
Political disidents WILL VANISH! NON-HUMANS WILL BE PURGED! The US republic effectively becomes politically unrecognizable. (He uses the Innitative as an SS). However, this new National Security Tsar has a much more evil intent than you can possibly imagine (I think).

Summary
Kennedy goes bad here, and forces herself on Harmony! This is a Buffy/Angel crossover; with several surprises. Could easily be called “Kennedy the turncoat” or “Fruits of Despair”, or "Betrayal", for Despair is basically why Kennedy goes evil here, and tries to sell her soul! A good description of this is “Rescue Kennedy from Secretary General Lucifer!”
Included is forced sex between Kennedy and Harmony- a weird take on who's evil indeed! -

Life was looking up for once. All the cousins have homes, Hamsterviel is in prison, and things are going well for the genetic experiment and the little girl who considers him ohana.
