It weighed on him to know that his every move was overlooked by some cosmic force, but even more that it was controlled and calculated. Summary
After Chuck falls and Jack becomes the new God, Jack makes a deal with the Empty to open Heaven’s gates and free all of the fallen angels, including Castiel. Castiel then faces a difficult decision: stay in Heaven as a restored angel with his wings, or return to Earth as a human man with a soul.
After making his choice, Castiel steps into his new life with real purpose. He chooses Dean and returns to Earth as a man, his Grace replaced by a human soul. After Jack has absorbed Chuck's powers, Dean asks him for help. Dean risks his neck to get into the Empty and rescue Castiel. Dean's been haunted by Cas's death and unable to move on. He's able to get Cas back, the trouble is that there's a lot that's still unsaid between them. On the other hand, there's a lot that has been said between them that they are also having trouble processing. It's causing friction between them as they navigate their new circumstances together. The two are struggling to get on the same page and to understand one another. To make matters worse, Sam keeps sticking his nose where it doesn't belong and it's really starting to grate on Dean's nerves. What does he have to do to make Sam understand this is serious, and seriously personal too!? He's going to get that moose to take him seriously one way or another.

Summary
This isn’t the first time he’s been in the bunker with just Sam and Dean, but last time there was room for improvement. It hadn’t at all seemed likely at first that he’d be able to show Dean he could be worthwhile, but there was at least scope for it, and in the end it had come true, at least temporarily. Now, he’s already pulled out all the stops within his ability – nearly died over and over – he has nothing more to give Dean.
And for all the unfathomability of his powers now, they don’t reach the one place that matters.
After he gets Chuck's powers, Jack decides to go back to the bunker rather than trying to rule heaven alone. He's not having a good time. -
