Since the rise of piracy, the birth rate had been in drastic decline. While some blamed this on political instability and the rise in criminality, and therefore a sense of insecurity, others, very high up in the World Government, attributed it to a complete disinterest among women in heterosexual romantic relationships, or even a disgust for men. The Wife Distribution System was then created, for better or worse.

Los Marines no pueden perseguirlos como a otros criminales. A menudo, los hijos heredan las peores características de sus progenitores.
