Summary
The Doctor was right. He did trap the Master. He did sense a Time Lord, as he watched the Prime Minister address the nation.
But he wasn't right about everything.
He picked the wrong figure on the TV screen.(Or the Master is Lucy, not Harold Saxon, and everything is different, but a little bit the same. She just has to burn the universe first.)
