    In my head the 2% are the ones who won't be in danger from the watchlists because they don't actually show any sign of doing anything besides the vote? Like they didn't come up on the Rebellion's radar or anything like that beforehand, they aren't having meetings or conversations that would flag them, or doing things like Alessia and fake-buying nights with Victors. So it's like, they'll get put on a watchlist but nothing will come of it, and the Capitol won't get suspicious because they know the vote would never ACTUALLY be unanimous, that kind of thing.
