I think it's canon that Padmé tried, actually. She sent Sabé to Tatooine some time after Episode I with a mission to find and free Shmi Skywalker, but Watto's fortunes had been changed with his gambling in the Boonta Eve Classic. He lost his shop and his livelihood and sold Shmi to Cliegg Lars a long way away from Mos Espa. And Sabé didn't have the luck (or the Force guiding her) to find Watto and track down Shmi, and thus failed in her mission.
I haven't read the actual EU literature that details this, mind, just a description in the wiki. I'm going to track down the Padmé literature in a little bit for background and character research for continuing her part of this story. I may be getting it wrong. At any rate, she did not go personally, and she did not act soon enough in canon. Frankly, the least Naboo could do for Anakin Skywalker was to see his mother rescued too.
I don't actually think Qui-Gon was that fussed about Shmi, actually. He should have been. But I don't really think he thought twice about freaking gambling for their lives, even though he did cheat to make sure he won Anakin. And he didn't come to Tatooine to free slaves, after all, and only bothered with Anakin to begin with because of his power. If Anakin had just been a kid who worked for Watto and offered them shelter and dinner in a sandstorm, I don't think he would have done anything except say thank you and move on.
