I think I could buy the sex with USO girl if it was a "caught up in the moment and excitement of the tour" kind of thing. I could imagine that Steve has been curious about sex, probably felt very pressured to have sex, and then one of the girls on the tour basically did all the work and it just kind of... happened. And it found he didn't like it without emotional connection/felt weird in his new body.
And then I do think he had sex in the future, because he says to Natasha in Winter Soldier "I'm old I'm not dead" or something to that effect and confirms he has at least kissed someone, but I almost wonder if that was a coping mechanism to being in the future/loneliness, and again it didn't feel great, which is why he's resistant to Natasha trying to set him up on dates.
That's honestly more than I've really thought about it before and Steve never having meaningful sex is actually breaking my heart a bit.
