Why not both? But in all honesty Menagerie needs it more. Plus it isnt like Jaques can do anything legally to mess with Jaune when hes working in Menagerie
I doubt Jacques cares about legality. Then again, he also can’t really mess with Jaune. Money? Jaune has that. Threats? Jaune has a fortified citadel with citizens inside ready and willing to fight for him that he can supply with strength potions and S tier gear.
