Ok, so, I haven't even read this yet - I get afraid to touch unfinished works because I get Invested in stories and it sucks if they get left unfinished - but this idea of Jedi in Gotham has my little hamster wheel hitting Mach 7. Just-
Jedi are usually empaths, and it is demonstrably BAD for them to be engulfed by an environment with Bad Vibes (anger, hate, fear...) lest they slowly (or swiftly) lose their bloody minds (as demonstrated by the successive Bad Decisions made by the High Council and the increasing rate of Falling during the Clone War. Like frogs in boiling water). This would make Gotham, by dint of being Gotham, a very bad place for Jedi.
If you put Obi-Wan Kenobi in Gotham, you'll probably end up with a badly off, but still Jedi (mostly?), Kenobi.
Put Post-Order 66 Kenobi with two VERY precious, innocent, pure lights he has to protect in the middle of Gotham? I am pretty sure that will be SCARY. He'll probably end up halfway to Falling, and now you've put his very important, helpless protectees in the middle of one, if not THE most dangerous cities. That he'll do damn near anything to protect. Bad, bad recipe. But oh the delicious drama.
Speaking of, Jedi can often filter poisons/toxins. I wonder if that works on Joker Venom and Fear Gas...
