Allied? No. But it's kind of hinted at in the episode that they at least talk, hence how Dagur knows about the dragons. At least, that's how I always read it. I don't think Dagur's allied with the Outcasts yet, but I do think Alvin's trying to make a go at getting an ally in the young, brash leader of an armada.
