In my personal opinion, I would go with either Rhaena or Helaena, as Baelon's wife. I mean if he choose Rhaena it would tie up both Driftmark and Daemon, and then if he marries Helaena to one of her brothers, like Aegon of Aemond, Baelon could always betroth their children together. Like that way, Rhaenys would have her granddaughter become queen, Daemon would have his daughter become queen, Otto would have his great-granddaughter become queen and Alicent would have her granddaughter become queen. No doubt Otto and Alicent would have mixed feelings about Helaena not becoming queen, I mean on one hand Baelon sees Helaena, as a non-Targaryen brother would a sister, as well as Baelon choosing to marry a cousin instead of a sister or neice, would in thier eyes be a plus, as it would be more in line with their sensibilities. But on the other hand, Helena would not become queen, and they would have to wait another generation for their blood to be on the Iron Throne. Thus would also remind Rhaenyra that you don't get rewarded, for bad behaviour. Another reason, would be that it would also serve to keep Baela and Rhaena separated from Aemond, who is no doubt going to be upset about his dragon losing an eye, and holding something of a grudge about it. As for the reason why I choose Rhaena instead of Baela to become queen, is because I feel that Rhaena would better fit the PR image of a queen better, with her being more ladylike.
