Summary
The Phoenix symbolizes renewal, rebirth, and resurrection, emerging from the ashes of its own fiery death to be reborn anew.
This is what Robert Robertson the Third tried to see himself as: A Phoenix. After losing his identity and job as Mecha-Man, he has a chance to reemerge as Dispatcher of the notorious Z-Team, a group of dangerous criminals given a shot at being heroes.
And, while everyone else regards the Z-Team as a dumpster fire, a nuclear bomb just waiting to be set off, Robert sees something else—he sees pain, understanding, and above all, an intent to be better. He sees people who had always drawn the short stick, who bet on losing cards, and who were always regarded as less.
What Robert sees... is a group of Phoenixes.
And he'll be damned if he won't stick by every one of them, regardless of what anyone else thinks.
tldr:
Robert is highly emotionally aware and fiercely protective, refusing to give up on anyone in the Z-team, even when the stakes are high and tension is rising. They're all a bunch of fuckin' idiots, as Chase would say, but they're undoubtedly his idiots, through and through. Blonde Blazer, oddly enough, supports this change of pace.
