Summary
People talked sometimes about the National Health Initiative, crazy rumors and conspiracy theories, Julie had always thought: that the birth rate was lower than the government said, that they would disappear people and force them to breed, that they were doing experiments... She had dismissed it all as ridiculous, prurient or paranoid. She was starting to think that had been a mistake.
