Summary
It was decided that on one day, all the villains would show up to have some sort of secret meeting at HIM's old lair, the last place where most of the villains had ganged up to defeat the Powerpuff Girls Z. Without their knowledge, at the time they all were inside the building, all the doors that led to the outside were automatically locked shut when it reached midnight.
