There's a lot of what if's here, so let me just present this complete alternate universe:
Harry Potter somehow manages to be raised in Norway and ends up going to Durmstrang. Against all odds, he manages to have a summer fling with Draco, both thinking the other is a muggle. Then he manages to enter a deadly tournament at another school from across an entire ocean.
Now, how the hell did he manage all of that?

Draco Malfoy questioning everything he knows because he thinks Harry is a gorgeous muggle.

Summary
Some people think concepts like fate and destiny are romantic, but for Harry Potter, fate has always meant one thing: a swift kick in the arse.
