Lucius had wanted the perfect image, and when they found out Draco was a submissive Veela, he put Draco under an imperious. When he was 11, the glamour came.
One night the summer before 5th year, Malfoy Manor was raided by the ministry and Lucius’ wand was broken, ending both the Glamour and the Imperious.
