Summary
In this universe Midoriya Izuku does not get One For All or some other quirk. He doesn't go to U.A. for learning. He doesn't become a legal hero. Izuku is placed with a burden and has to work with it as he's working to become a story writer and being a underground vigilante, and I do mean underground, like 30ft underground.
Reason for all of this? Izuku is charged with the job of maintaining quirk energy, Q.E., so no Armageddon happens.
