Summary
Hazel isn’t sure what she’s done to anger Fortuna, recently, but clearly she has, because it’s so impossibly unlikely that she’d end up in this position, starving, facing two Empousai in an alley where anyone could look in and the Mist wouldn’t hide their battle. In fact, according to Leo, Gotham only has 4% more monsters than Alaska (Hazel tries not to wonder of she’s the reason Alaska has monsters in the first place) and 86% less monsters than the rest of the USA, meaning, Hazel has probably ended up stumbling upon the only two monsters in the whole city on her day off.

Hazel's having a bad day even before Stephanie Brown decides she must be a victim of a cult. Apparently she takes after Bruce more than it seems.

The boy makes that tutting sound again and turns to read the plaque, Hazel does so too. "Marie Levesque and her 2 month old daughter, Hazel." It reads, Hazel wonders how they found that out, Hazel wonders if someone had told stories of the Witch and her deadly jewels, "Nicknamed Queen Marie, Ms Levesque and her daughter were renowned through New Orleans for rumours surrounding the jewels they sold." The answer is yes, apparently, Hazel isn’t sure whether to feel relieved that people now think they’re just rumours. "The two disappeared to Alaska in 1941, and neither were ever seen again."
That’s her life. That’s the memory of her mother, of her, that these people get to see. They don’t get to know about Sammy, or sneaking into the Whites-only riding club, or drawings of New Orleans stuck in her corner of that Gods-forsaken hut or anything that mattered to her. They disappeared to Alaska, and were never seen again. It’s a pathetic end to a life.

Hazel discovers her mother had a photo taken when she was little. She goes to Gotham Museum to have a look.

Summary
Anthony Zucco was never caught, and when word got out that he was planning on murdering the last remaining Grayson, Bruce made a choice. He got the Justice League to help him put Dick into their own witness protection, completely hiding him from the world. Of course, Batman couldn't disappear, so Dick is mostly alone with adult supervision through frequent calls on Hilton Head Island.
That works until the League hears news that Zucco knows where Dick is, and wants him dead.
Cue Wally West, Kid Flash, excellent superhero, and all around great guy, being sent to make sure nothing happens to Dick. The two quickly become friends, and Wally has to try harder than he thought he would to keep his identity a secret from Dick. It gets even harder when romantic feelings are added to the mix. But Zucco is closing in, and Wally has to keep Dick safe, whatever it takes.
