They’ve got a good thing going here.
Katsuki moved in with Shouto right out of high school, they’re both killing it as heroes, and most importantly, they’ve got this roommate thing down to a science.
It’s not that Katsuki can’t stand being without him, but maybe things are just better when Shouto’s around, and they’re good together, like all decent roommates should be.
So on the rare occasion that he’s gone, it’s pretty fucking awful, and now it looks like Katsuki might be approaching a future where Shouto doesn’t want to be here at all, and it’s Katsuki’s own fault.
If only he knew what he did to piss him off like this.

Summary
Katsuki is constantly aware of how he touches Shouto. He knows the boy has had far too many harsh touches, and not enough gentle ones, so, when they had started getting closer, Katsuki decided to approach touching Shouto in the same way he would reach out to a stray cat. Even still, the first time was too fast. The very first time he’d intentionally tried to touch Shouto, he'd not done anything more than reach out to put his hand over Shouto’s – but Shouto had flinched so hard his hand had been jolted away, and he’d withdrawn it instantly. So after that he tried to build things more slowly.
Katsuki wants to touch Todoroki, but the first time he tries Todoroki flinches away. He just has to figure out how.
i.e. The journey of two touch-starved boys through the rollercoaster that is physical intimacy.
