Touya didn't wake up after three years.
Dabi woke up after several years under the doctor's care, unaware of who he was, or why he was there but he knew he needed to go. He needed to escape. Only to fall into someone's arms months later. Dabi isn't the Touya we know, he might have been once but something is different.
