Chapter 1: The Beginning

Chapter Text

My name is Izumi Midoriya and I am done. Done with the bullying, done with Bakugou, done with being called crazy for wanting to be a hero, done with trying to hide how I truly felt about things. I was done with life, and this was the final straw.

“I’m sorry girl, but a quirkless hero is unrealistic. You could be a cop or try to do something realistic,” the deflated number one said.

I stood on the roof still looking at where he was before he left.

“Take a swan dive from the roof and pray for a quirk in your next life,” Bakugou said.

I took my shoes off and went to the edge and looked down at the alley below me. There were a few dumpsters, a bunch of trash, and a fence with some spikes on the top.

Maybe if I’m lucky I’ll land in a dumpster and it won't hurt too much and my body would just be thrown away. Who am I kidding, how has my luck ever been that high. I’ll probably just end up impaling myself on that fence.

“Hey kid, I don’t know what brought you up here but please don’t. I’m not leaving so why don’t you step from the edge and we can have a talk?” a woman said behind me. She didn’t sound too much older than me

“Why? What’s the point?” I asked, just done with life and everything.

“Why don’t we discuss that? Just step away from the edge and everything will be good,” she said.

“How can everything be good when everything is against me? When I have been beaten, bullied, and threatened since I was four and got my diagnosis ,” I said as being quirkless was a disability for some reason.

“Don’t listen to kids like that. Go to the teachers and tell them, defend yourself if needed,” she offered.

“You think they would help? Half the time they encourage it,” I laughed in defeat.

“What? Why wouldn’t they do anything?” she asked, confusion evident in her voice.

“Who would care about a quirkless kid getting beaten?” I huffed.

“Who cares if you have a quirk or not?” she asked, causing hope to bubble into my mind.

“Have you ever heard about a quirkless kid being a hero?” I asked, knowing what was about to happen and preparing for all hope to finally vanish.

“A quirkless hero, do you want to be a hero?” she asked.

“Does it matter?” I admitted. “Not like I could actually do it.”

“If you want to be the first quirkless hero then I say do it, stick it to those who didn’t believe in you and show them that you are here and you are better than them,” she said.

“You don’t have to lie to make me feel better, I know I can’t be one. No hero school has accepted a quirkless hero student before,” I recalled. “Hell, UA is the only place that allows them to take any exam other than general courses and even then none of them have accepted a quirkless student.”

“Kid, I am being completely honest, you can be a hero,” the voice said, unwavering, causing me to believe her. “Come with me and I will help you achieve your dreams. I won’t promise you to be the greatest hero in the world but I will make you a hero.”

“R-really?” I asked, turning around.

“Yes, now why don’t you step down and tell me your name?” the woman asked.

I did and when I looked at her I had a realization as I recognized her costume. She wore a light red skin tight top with a loose hood and a domino mask along with a quiver across her shoulders and a bow on her back. She had thin lighter red tights with several pockets and places for containers to be stored.

“Y-you’re the A-Archer Hero: Arrowette!” I exclaimed. “Oh, um, Izumi M-Midoriya,” I added.

“Well, while I’m slightly glad someone knows me I’m also slightly concerned given the fact that I am an Underground Hero,” she said, tucking some of her blonde hair behind her ear. “Wait, Midoriya?”

“You were on the a-abducted child case e-earlier this year for your debut as a full p-pro and not just a sidekick,” I recalled. “And yeah, do you r-recognise my last n-name from s-somewhere?”

“Oh, um, sorry but it just sounded familiar. So, why are you up here?” she asked.

“Um, well, I was attacked by a v-villain and A-All Might saved me,” I said.

“Where is he? He’s supposed to stay with any victims of villains he saved until they have been looked at by a paramedic,” she said. “Did he call any?” she added, her voice revealing true concern, something I’ve never truly had towards me.

“I-I don’t know, he just went to turn the v-villain in and I grabbed onto his leg as h-he leaped off. I then asked him if I-I c-could be a h-hero,” I explained.

“Tell me what he said,” she said, anger slightly present in her voice.

“H-he t-told me t-to be r-realistic,” I said.

“I’m going to fucking kill him,” she seethed. There was then an explosion not too far from where we were. “We are not done talking so come with me,” Arrowette said, grabbing my arm and leading me down the building.

She led me down the street until we came across an alley where the sludge villain from before was there and explosions were coming from it.

“The kid’s been in there for four minutes now,” Death Arms said.

“I can’t do anything with the fires,” Kamui Woods added.

Wait, kid, explosions, Bakugou. I realized as his face momentarily was seen in the sludge. I then felt myself running towards him and taking my bag off and throwing it at him. I hit my target, the sludge’s eyes. I then grabbed Bakugou and started pulling him out.

“What are you doing here Deku?” he seethed.

“I-I don’t know, I just saw you here a-and couldn’t let you die. I moved before I could think,” I said, frantically trying to get him out.

There was then an arrow that embedded itself into the sludge’s eye. I pulled Bakugou out as the sludge recoiled. I then ran to the side and grabbed the fire extinguisher and used it on the fires as Kamui Woods and Death Arms jumped forward with Arrowette right behind them. The three of them easily took the villain out with Backdraft finishing putting the fires out so as to not catch Kamui Woods on fire.

“Girl, what do you think you were doing?” Death Arms asked, walking up to me.

“Hey kid, nice quirk. I can’t wait to see what you do,” Backdraft said to Bakugou.

Of course.

“What you did was dangerous, you should’ve just left it to us pros,” Death Arms said.

“Are you shitting me?” Arrowette spoke up. “She did more than most of you who were just standing around waiting for, and I quote, ‘A hero with a better quirk’ to come do your job. And you, Kamui, why are you praising this brat for using his quirk during a villian attack instead of arresting him for vigilantism, which he committed by using his quirk during a villain attack? Or even accidental quirk activation if it was caused by the sludge trying to take his body?” Arrowette asked. “Any of you could have grabbed the fire extinguisher on the side of the building, that is in almost every alley like this, and put the fires out so you could get the villain. And you, boy,” she said, looking at Bakugou.

“The fuck do you want?” he growled.

“First off, watch your tongue because I am a hero who helped this young girl save your life,” she said. “And secondly, why did you think it would be smart to use your quirk in a place where it is dangerous for everyone? If you think that it was a smart idea to use explosions in an enclosed space with flammable objects is smart then I pray you don’t plan on being a hero,” she added.

“The fuck you talking about bitch? I’m going to be the next fucking number one hero after I graduate from UA,” Bakugou said. “And that quirkless bitch didn’t save me, she just got in the fucking way.”

“I don’t think you understand so let me make it clear for you,” she said, walking up to him and putting quirk suppressant cuffs on him. “You are under arrest for accidental quirk activation and attempted vigilantism,” she said. “Midoriya, after the paramedics check you out, can you wait here so we can finish our discussion?”

“S-sure,” I said, looking around and noticing the crowd had dispersed and EMT’s were making their way over with some police officers.

They quickly checked me over and found no injuries. I watched as they put the villain in a container and drove off with him as some other officers were trying to put Bakugou in the back of a police car but he was fighting them. Once I was clear I went over where Arrowette was and she looked at me.

“I’ll walk you home,” she said, looking at me.

“Th-thanks,” I said, starting to walk in the direction of my house.

“So, who was he to you?” she asked.

“W-what do you mean?” I asked.

“The two of you have to have history since he knows you’re quirkless,” she said.

“H-he i-was my best friend when we were y-younger,” I said.

“But what happened?” she pushed.

“W-when he learned of my c-condition he started t-to b-bully me,” I said.

“Is that it?”

“Y-yes,” I lied.

“Alright, tomorrow I am going to come over to your place and I’ll talk to your mother,” she said.

“Y-you don’t h-have to do that,” I said.

“Actually, I do,” she said. “Don’t worry, I don’t have to tell her everything you told me, just that I met up with you and that you were involved in a villain attack and that All Might didn’t provide adequate assistance or call for an ambulance,” she explained. “Simply it would be to inform her that you could legally sue him for malpractice.”

“A-alright,” I relented, realizing that tomorrow was Saturday. “This is w-where I l-live,” I said, motioning to the door.

“Ok, have a good rest of the night. Oh, here’s my number, give me a call if you need anything,” she said, handing me a piece of paper.

“Thank you,” I said, as I opened the door and walked in.

“Izumi, why are you late?” my mother asked.

“I-um, ran into some problems with villain attacks on the way home. A-Actually-”

“Whatever, you can’t be worrying me like that. Go to your room for the rest of the night alright,” she said, her voice harsh as usual.

I laid down on my bed as I recalled the offer one of my cousins had made years ago.

“Just say the word and I’ll get you out of there. You deserve so much better than this. I can’t do this without your cooperation though, she’ll slip through the cracks of the law,” she offered, quietly at the last family gathering my mother and I were invited to.

It’s my fault they won’t invite us to those events anyways. She was probably just trying to be kind.

I was only six at the time and didn’t understand that how I was treated wasn’t right, but now it was either living with her or on the streets where I could probably last for a while given my secret training to be a hero. I took my shirt off revealing my body. I wasn’t a body builder, but I had made sure that I was in good shape, however scars littered most of my body. From cuts, to burns, explosives, and even a few from bruises that never healed correctly. I tended to the new burn on my shoulder from Bakugou today.

Tomorrow’s going to be a long day. I sighed.

POV Yumi Sogeki aka Arrowette

I got back to my motorcycle and sighed as I activated the call function in my helmet.

“Hey, what’s going on?” the voice on the other end asked.

“Um, hey, your cousin that you mentioned before, the quirkless one, what was her name again?” I asked, trying to not sound as worried as I was.

“Izumi Midoriya, why?” she asked.

“Um, so I had a run-in with her today, and I think I can help get her out of that place if you still think his mom’s abusive,” I admitted.

“I-I don’t have any actual evidence though, only hearsay from how Izumi described how she changed when she got her stupid diagnosis,” she said.

“Well, I won’t go into specifics but I found her on the roof of a building and I had to talk her down. With that I already have probable cause to do a small investigation into her school and family life. Think any of your family members would be willing to give me some more insight into her mother before and after her diagnosis?” I asked.

“I’ll reach out. Most of us have wanted to get her out but haven’t been able to do so for certain reasons,” she said. “You know my sister will be willing to help you though right?”

“Yeah, still she’s out on patrol for the rest of the night and I don’t want to distract her with something like this,” I admitted.

“Understandable.”

AN-

Well, here’s my new version of A Quirkless Hero. I’m going to be leaning away from Marvel characters and concepts a little bit as well as shifting a few other things. The reason I am rewriting this is because I was not in a good place last time I wrote it and was going to do some very questionable things and just didn’t feel right continuing that story without shifting it and I figured that I could use this as a chance to fix all the other issues that I had with the other version of this fic. One of them was just how Arrowette was written and such along with additional connections that I felt would be useful for getting Izumi away from Inko easier. I hope you all understand and enjoy this fic as it will be following the same general beats of the last one however there will be some shifts to make it closer to what I am aiming for. Also I am thinking about instead of Izumi going with Batgirl using the Black Bat name but closer to Batman’s personality compared to Cassandra’s. Please let me know what you think! Chapter 2: A Mishap Meeting

Chapter Text

I walked up to the apartment and knocked on the door. I checked to make sure my costume was fully together and I had my hidden recording device recording as well as all of the evidence that I was given from the family before there was an answer. The woman was smaller than Izumi but had a bit more chubbiness on her. The long green hair told me that she was her mother.

“Um, hello, who are you?” she asked.

“Hello, I’m the underground hero Arrowette,” I said, taking out my card and showing it to her.

“Oh, um, what can I do for you?” she asked, handing it back after looking at it.

“Did your daughter not mention running into me?” I asked, slightly concerned.

“No, I’m sorry if she ruined a mission or something you were on. I knew her habit of stalking heroes and taking notes on them would get her in trouble someday,” she started with a heavy sigh.

“Oh, no, actually Mrs. Midoriya,” I countered. “She impressed me with her analytical mind in a situation. Because of her we were able to take the villain down. She has the heart of a hero and I wouldn’t be surprised if she could give a professional analysts a run for their money.”

“You mean those weird notes she takes?” she asked, as if the thought of them was off putting.

“If she takes notes of heroes I would have to see them as I just saw and heard her muttering how to take the villain down,” I said, leaving out the fact she also interfered. “I would like to help her and train her to use the knowledge she has for good, to be a hero.”

“Oh, I-I’m sorry but she can’t be a hero Ms. Arrowette,” the woman said, her voice soft and almost motherly, almost.

“Oh, and why’s that?” I asked, glad that this was already going how I wanted it to so I would have enough evidence against her.

“She’s quirkless, she can barely do anything in school by the looks of her grades. Even then, her quirklessness automatically makes it impossible. I mean, it’s a disability.”

“So, you are a quirkist and have to deal with raising a quirkless child?” I asked. “Or does quirk discrimination not count for you since the quirk lacks existence?”

“How dare you say such a thing? I love my daughter!” she yelled.

“You love her, but act as if she’s a weak and fragile thing that is incapable of doing anything by herself?” I asked. “And even then, I figured something was off so I reached out to some of your extended family and what they told me about your relationship with your daughter after her diagnosis is concerning.”

“She can’t! She can’t do anything dangerous like that! She’ll die while she’s still young and become broken anytime she tries to save anyone! This is just a fact, one that can’t change! And I don’t care what those assholes say! They removed me from the family because of her! My life was perfect before she came around!”

“Then you force my hand,” I sighed, not wanting to do this but knowing I had to. “Hero License: UG1563896564Z codename Arrowette, removing minor Izumi Midoriya from mother Inko Midoriya. Reasons; Quirk Discrimination, Mental Abuse, Child Neglection, and possibly other reasons pending investigation,” I said.

“You can’t take my child! She’s my baby! You’re barely older than her!” she started yelling.

“Ma’am, legally I can and just did,” I said. “As an underground hero I have an emergency fostering license, which means I have to be able to provide for a child and the HPSC and child protection services have determined me to be able to. Even then that’s if none of her family decides to stand up and take her in and some of them have already said they would if needed. You can get her back, but you will have to earn it by going to therapy,” I explained.

“Y-you’re taking me?” a small voice asked.

I turned to see Izumi poking her head out from around the corner.

“She isn’t, I’m going to fight this in court!” the elder Midoriya said.

“Yes I am, you can fight this in court, but until then she will live with her cousin since she was the first to ,” I said. “We can load your stuff in my car, I have some boxes I have to keep on hand for things like this.”

“A-alright,” the younger one said, going to her room.

“You can’t honestly be doing this!” she asked.

“I am because I have to as part of my job. Now, I’m going to go get those boxes, don’t do anything you’ll regret,” I said. I went out and grabbed the collapsable boxes and came up to find the door closed and locked. “Mrs. Midoriya, open this door now before I have to add obstructing official hero work to your list.”

“You won’t take my daughter from me, she’s mine!” the woman yelled.

“Mom, stop, she needs to do this, it’s her job,” the younger voice said. “And we both know what she said was true.”

“How dare you say that? I have shown you nothing but love and respect ever since you got diagnosed with your disability!”

“And yet you failed to notice the scars! The constant burn marks! You say you love me but never truly paid attention to me , just my quirklessness,” the younger girl said. “And don’t say you loved or respected me! You just act like it when others are around but I’m the one who has to deal with going to bed hungry because you don’t feel like giving me dinner. I have to put up with having nothing of my own because you don’t feel like wasting money in your own words.”

“I’m only going to say this one more time, open up this door,” I said, already having some officers on their way with a text.

“NO! She’s my daughter and only saying these things because you put them into her head. I love her, she might not be able to do anything but I still love her like a mother should,” she said.

“Izumi, get back,” I said, stepping back before kicking the door in. I pulled my bow out and knocked a special arrow. “Inko Midoriya, you are under arrest for interfering with official hero business,” I said, aiming the arrow at the woman. I shot the arrow but it froze midair.

“You dare, break into my house, try to take my daughter, and then you attack me?” the woman asked. “You aren’t a hero, you’re just a child on a power rush from getting a license,” she said, as the arrow turned to me and shot forward.

I closed my eyes and braced for it to hit me, but it didn’t and I heard the woman who threw it at me with her quirk scream. I opened my eyes and was looking at the back of long, green, curly hair.

“Crap, Izumi?” I asked, catching her as she fell back.

“G-glad I c-could s-save you l-like you s-saved me,” she said, smiling.

I looked and noticed that the arrow had sent all of the energy into her chest. I quickly looked to see the woman charging me with a knife. I threw a small disc at her and activated the electric shock it delivered and knocked her out. I then pulled out my work phone.

“I need an ambulance at my location immediately. This is the hero Arrowette,” I said, before giving the address as well as my id number while also trying to stop the bleeding. I then called Kaina.

“Yumi, is everything alright? Are you bringing Izumi to the mansion yet?” she asked.

“No, shit hit the fan. Her mother tried to prevent me so I shot a concussive blast arrow at her but she caught it with her quirk and shot it back at me. Izumi then intercepted it with her body. Ambulances are on the way. I'll message you the hospital as soon as I know which one,” I said.

“Don’t bother, tell them to take her to Hero’s Retreat and tell them that the CEO of Meka Enterprises demands that they care for her. I’ll get there in a few minutes.”

“Really? Going to use your company’s ownership of the hospital to make them help?” I asked, trying to keep calm.

“Yes, I am, take care of her please.”

“Of course,” I said, hanging up.

I sat there holding the girl who was no more than four years younger than me who was also bleeding out. I kept adding some of the white cloth I had to stop the bleeding. After a couple of moments the EMTs and police got here. I explained what happened and while the police took the mother away the EMTs loaded Izumi into the ambulance. I got on too and rode with them as I was already technically her “guardian angel” in the eyes of the law. We got to a hospital and they rushed her into an operating room as I stayed in the waiting room. I looked at the time and dialed a number on my phone while sighing.

“Hello, Yumi, to what do I owe the pleasure of this call?” Nezu asked.

“I’m not going to make it to the meeting, that meeting I told you I had before went south and now I’m in the waiting room,” I said.

“Please, do tell me what happened,” he said.

So I told him the story starting with my first meeting with Izumi on the roof and everything she told me as well as what her extended family did to what just happened.

“After my concussion arrow was stopped and sent back at me she jumped in and the arrow managed to misfire and just shattered in her chest rather than sending a full shockwave,” I said.

“I see, so you are waiting since you are now her guardian angel until her family or new guardian arrives. This is fine, let me know if there is anything I can do to help,” he said.

“Actually, about what she said about the teachers not doing anything to help, could you look into Aldara schools? That’s the uniform she was wearing,” I explained.

“Yes, I always have enjoyed taking down corruption,” he said, cackling like a madman.

“Just do right by this kid, I know I shouldn’t have to say this, but don’t get caught up and try taking down the whole Department of Education,” I sighed.

“Alright, but there could be some backlash from this, so be prepared,” he said, hanging up.

“I’ll never get used to that,” I muttered.

“Yumi!” a voice called out, rushing over to me.

“Kaina, I-I’m so sorry,” I said, rushing over and hugging my friend.

“It’s fine, sorry I went to the viewing room to watch her during the surgery,” Kaina explained.

“Excuse me, are you the hero in charge of Miss Midoriya?” a doctor asked. “Oh, Ms. Tsutsumi, you’re her cousin right?”

“Yes, is she alright?” Kaina asked.

“She is going to be perfectly fine, however, while we were operating we noticed some concerning scars and marks on her body,” he said, cautiously.

“I hate asking this, but could you please document all of them as well as potential causes for each of them. I am currently investigating something that involves her and need as much of this information you can get me,” I said, knowing he would understand.

“Of course, I will have one of our female nurses do it just in case she wakes up while they are doing so,” he said, walking off.

“Kaina-”

“Alfred has a change of clothes for you in the car, I already told the agency that you would have the rest of the day off patrol,” she said with a small smile.

“Thanks, and I’m sorry again,” I said.

“Don’t worry about it.”

POV Kaina Tsutsumi

I sat next to the hospital bed that my younger cousin laid unconscious on. It had been roughly ten years since I last saw her. She had grown up to be a beautiful young girl, but I also knew how she was treated. I had a PI keep an eye on her incase it got too bad. I would have done it myself but my current … lifestyle doesn’t leave me much time to get out of Gotham, which sucks since it’s just on the other side of UA. It wasn’t a very conventional city given when and why it was created, to house all of the people who developed quirks early on in their appearance. There were statues of men holding up highways, and there were raised train tracks that went everywhere in the city basically. I was running our family’s company while also doing some nightly activities.

“Hmm,” a groan pulled me out of my thoughts.

“Hey Izumi,” I said as she opened her eyes.

“K-Kaina?” she asked.

“How are you feeling?”

“Like I got hit by a truck,” she muttered.

“Those concussive force arrows can do that to you,” I chuckled, recalling that time I accidentally set one off in the range when designing them.

“W-why are you here?” she asked.

“I’m close friends with the hero that found you. I talked with her and for now I’m going to be taking you in,” I explained, trying to find a way to continue my other activities.

“R-really? A-am I actually getting away from her ?”

“Yeah kid, you are,” I said, smiling a bit.

A few minutes later Yumi walked in wearing street clothes after knocking.

“How are you feeling kid?” she asked.

“U-um, good, Arrowette right?” she asked.

“Yup, I don’t look too different out of costume do I?” she asked jokingly.

“N-no, I um just wanted to thank you.”

“Hey, don’t worry about it. If anything I should thank you for saving me. However, wait until you’re a pro hero before doing something like that again,” she said.

“Oh, you want to be a hero?” I asked, recalling an odd combination of old laws I could potentially abuse a bit for her.

“Y-yeah, I don’t care if I’m quirkless but I want to do it. I’m just not sure of how. Um, you live in Gotham right?” she asked, looking at me.

“Yes.”

“Well, I kinda want to be like the new vigilante or underground hero Batwoman.”

“Why suggest she’s an underground hero?” I asked.

“Well, she acts similar to one but with how few heroes go near Gotham it’s possible that she’s just a vigilante or an underground hero.”

“Interesting thoughts,” I said, unsure of what to do other than talking to Nezu.

AN-

Well, chapter two is out! Taking a small different approach to her becoming a hero like the Bat. Now, does Izumi become Batgirl or Black Bat? Or does she go with a different Batfam name? Spoiler, Orphan, Robin, Huntress, Flamebird, Hawkfire, Batwing, Bluebird, etc. (I know a lot about Batman and the Batfam, sue me!) Also, if you got any ideas don’t be afraid to share them! No idea is a bad idea, except for giving her a quirk or quirk-like power because that’s out of the question for this fic! Make sure to follow, favorite, comment, and kudos! Link Out!
