Soap survived the headshot from Makarov so he and Ghost start their own PMC with Graves as the informal leader. Alex Keller goes where Graves and Farah does, so he is a part of the elite outfit. Graves heads the Shadows for wide-spread global conflicts with US government support as he also runs the PMC with various 141 members. Price is determined to take Makarov down, who is still at large, but Ghost and Soap don't want to be tied down by rules.
Makarov's ace up the sleeve is König. The new leader of KorTac aka Den of Wolves. König's lover Horangi has gone missing and Makarov doesn't seem to care to help in locating him, which strains their alliance for a time. Graves swoops down and acts as a sympathizer, seeing as that he was once part of KorTac, König trusts him just enough.
Graves and company need any Intel they can get on Makarov and KorTac is the place to go. König knows him and Ghost, but he doesn't know Soap...Soap is sent on a very unusual mission to hack their main station in the Den of Wolves.
