He is collar as well, this time to Nergal and has to do every command no matter what. Nergal trust Mephisto with his life just like how Mephisto trust Nergal. this is a mash-up within darkfall and genshin. This story is just a fanfic, credits to Mihoyo for the genshin / Teyvat characters and Credits to Darulung for the Dark fall characters.
