Tarquin can see that he’s fighting a losing battle. He has nothing to lose.
But he knows how to cause the most suffering; he knows what will destroy Apollo the most. And so he figures, why not kill two birds with one stone?
OR: Apollo is on the verge of death in the Battle of the Bookshop. Tarquin mind controls him into using some of his godly power to kill Meg.

Apollo frowned as Meg stood to go refill her cup of herbal tea. She wasn’t moving strangely, wasn’t acting strangely, but he knew she should be. After all, there was a still-bleeding wound hidden beneath her oversized shirt that she had not yet bandaged, and he was pretty sure her ribs were fractured as well. She hadn’t told him about it either, which was worrying.

And then there’s a sound like metal singing its way down a pipe, shrieking and wailing and going abruptly silent, and Meg lets out a soft, stuttering gasp, her hand tightening sharply on Apollo’s. For a moment, metallic aftershocks echo around the Agora, weird semi-musical tones that begin to fade as quickly as they’d arrive.“Shit,” says Ares, sounding genuinely startled. He raises his sunglasses and looks up at his aura, frowning, and waves it back into place from where it had drifted and strayed, allowing shrapnel to erupt from nowhere. “Don’t know where that came from. You all right, kid?”
Meg stares at Ares for a moment, uncomprehending. She blinks once, looks down at her chest, and suddenly sways sideways.
“Meg!” His hand is still linked with hers, but Apollo drops it quick as a wink to reach out and grab for her. He manages to get her around the shoulders just as she becomes dead weight. He drops to his knees, cradling her and bringing her to rest gently on the ground. “Oh no, oh no, oh no, no, no – come on, keep your eyes open. Ares! Make yourself useful and get me – bandages, ambrosia, anything you can find – why are you just standing there?” He can’t afford to get angry, not right now, but Ares is actually laughing which is making things really quite difficult for him. “You shot her. You – you shot Meg. Why are you laughing, and why aren’t you helping me?”
