The world calls them devil fruits so that must make them the Devil. Regardless, Roger doesn't plan to leave them there.
Unfortunately he also has other plans. Leaving Rouge alone to raise two of their sons, find the other two and pick up more along the way. She fights to keep them alive with the world government chasing them down. All while trying to figure out how to raise the literal Devil.

Sabo, though. Sabo finally helped him get it. And not with stupid tangled words, either.

“My new granddaughter!” Garp booms upon their arrival at Dawn Island, perhaps a week later, and if it weren’t for years of carefully practicing her stoic expressions, Robin's jaw would have dropped out of pure shock. “Gonna take her up the mountain this morning, but figured you wouldn’t mind sharing breakfast with us, Emi!”
“One does not simply share a meal with you, Garp,” the stern-faced woman in front of them states. “Besides which, it isn’t even six o’clock in the damn morning. I haven’t put the kettle on yet, let alone started making breakfast!” Her words only make the Vice Admiral laugh, though, and soon enough he and Robin are seated at the counter of a clean and rather pleasant looking bar.

Makino looked back at Luffy and made a ‘cut it out’ motion with her hand with a frown, but Luffy stuck out his tongue at her and continued to reach for the hat, not caring if he was getting less dinner as punishment.
Luffy’s small fingers caressed the brim of the straw hat, and he smiled in victory, while Makino made a chocked sound.
Suddenly, a hand appeared and grabbed his wrist, stopping his arm from moving, holding on to tightly and painfully. Luffy’s heart stopped, and he let out a yelp, trying to get out of the red-haired man’s hold in fear, his blood pumping in his ear loudly. The red-haired man had opened his eyes and was looking down at Luffy, his hold on his wrist was still firm, and his face void of emotion which made Luffy’s skin crawl.
"And what do you think you're doing?" The man spoke, his voice was even and low.

Luffy, a feral human child living in the woods out skirt of the Goa Kingdom. Left there to raise him self, “occult” of the other races populating the planet.
The remains of the Monkey D. clan leaving him there to keep him from being view no more than a commodity, keep away safe from the rest of the world.
But the curiosity is what got the human, or so the saying says. Luffy got too close, and now he lives with a vampire noble and his weird dragon-born non-brother brother. At least, he is not alone anymore.

In a panic, Shanks reached for Luffy’s arm. The movement was quick, frantic, enough to startle Luffy from his precarious perch on the barstool and go tumbling toward the ground.
The pirates all watched, horrified and breathless as Luffy fell toward the hardwood…and then bounced right back up, the sound of his laughter breaking their silence. He went spinning through the air, his movements loose and uncoordinated as his limbs stretched of their own will. White wisps of something cloudlike wafted in his wake, and when Luffy’s lips stretched in a familiar grin, it gleamed so brightly that Shanks had to squint against the shine of him.
On his other side, Benn sighed heavily.
“Well…” Shanks murmured, voice low beneath Luffy’s echoing giggles. “Shit.”

Every scowl and irritated twitch from Garling served as a balm to Dragon’s strained nerves; more than that, as the man’s focus tracked Luffy, it gave Dragon a chance to take advantage of the growing storm outside. To use every crack of thunder, a split second here, a brief moment there, to concentrate sharp jabs of haki, and slowly weaken the chains attached to his shackles.
Too slow, perhaps.
