Instead of being taken in by Envy, Wrath is taken in by Greed. Greed teaches him what it's like to be a homonculus, and treats him like a little brother.
When Wrath's big brother is killed by the Fullmetal Alchemist, he makes it his personal mission to make him feel the pain he feels when he lost the only person he considered family.
Or, Wrath decides he wants to kill Al to get back at Ed, but accidentally develops a crush on our favorite suit of armor. Chaos ensues.

That, along with it only having a king with no living relatives makes it very unpopular for foreign kingdoms to interact with it besides occasionally offering up a princess for the lone king to marry. This doesn't stop Prince Ling Yao from coming to try his hand at establishing a better relationship between Xing and Xerxes.
