In general, if one has a guilty conscience when they die, they go to Hell, where they are stuck living through their Hell Loop, a twisted repetition of their most guilt-ridden memories. If one can forgive themselves from their guilt, then they may go to Heaven, unless of course, the Devil says otherwise.
i.e. various Hell Loops of characters from 24 that I didn't explore in my cross-over series.
You don't need to have seen Lucifer to understand this, effectively it's a study of the morals and actions taken by certain characters.
