Caesar ran a series of aptitude tests on select adolescent recruits for years, striking gold when his cartographer's apprentice--the boy the captures from the Salt Lake tribe called Foxtrot--tested low in empathy and high in manipulativeness. For the Fox of the Wasteland, what started as learning to map-make for the Legion and lying when he got caught by the tribals he observed, quickly became a game of espionage, assessing defenses, and exploiting weaknesses. They were all figurines to move across the playing field and he was five moves ahead... Maybe that's why he enjoyed chasing the wildcard so much.
(This is a Post-First-Battle-of-Hoover-Dam fan-fiction set in early 2281. I hope angst is your cup of tea, because it will overflow).

Summary
The Legion reels from its defeat at the First Battle of Hoover Dam. The Malpais Legate burns, and from his ashes rises a new name; the Mojave stands under the lengthening shadow of The Butcher of The East. Things are changing, fear festers. And when a beloved centurion is publicly executed for defecting, massive protests set Flagstaff ablaze. The streets are painted with twin suns, whispers of a civil war echo through temples and camps alike.
Only Vulpes Inculta is clever enough to find a way out, but the voices of the rebels seep quietly into his thoughts, serpentine and slow.
