Thrawn sentenced Baylan to death and for what? There was no proof Skoll would feel any sympathies for the Jedi order. He committed no treason. Ahsoka Tano's survival was just a coincidence, not his mercy. But Thrawn pretended he didn't hear it which meant only one thing - he would find any reason to get rid of anyone who was a potential danger. Including herself.
