In the long list of rules that Dream gave him, there were four that stuck out as the most important. Four rules that he could never break.
Stick close to the island when swimming. Always be back before seven. Never complain or hesitate to give Dream his pelt. And never, ever interact with humans.
Tommy didn’t break any of those rules often, and if he did it was a one time thing, a mistake. But this wasn’t a mistake. This was a very deliberate, very stupid move on his part and Dream would kill him if he knew what Tommy was doing. Fifteen years Tommy had lived here, and never once had he intentionally broken one of Dream’s rules. Until now.
He swims closer to the three humans.

Tommy's a selkie living isolated on an island with Dream as his caretaker. Wilbur, Techno, and Phil are the new lighthouse keepers next door. Surely there's no way for this to go wrong.

Steve took a few deep breaths. He wasn't sure he could handle another minute with this monster. “And what about me? I'm an easy target, aren't I? Why aren't you killing me right now?”
The man frowned. He seemed confused as well. “I don't want to.”
“Why did you bring me here if you won't kill me?”
Another damn shrug. “Felt like it.”
“Oh, god,” Steve groaned. He had been taken to god-knew-where on the complete whim of a murderer. And he thought his life sucked before.

Summary
"Who are you?" His question came out like a demand, and the figure seemed to take his words and actions as an invitation to step closer- which it most certainly was not, especially without them answering. He lifted his gun again, fear managing to find its way back into his brain. "I said, who are you?"
The figure paused, arms dropping to their side. They looked down, as if pondering a bit hard on the question, lifting up again. Quackity could only see the lower half of their face, and felt sick as their mouth twisted into a smile.
"It doesn't matter, no, not really. I just... Um, well. Can you do that again?"
Quackity knitted his eyebrows together, not budging from having his gun aimed at the other. "Do what?"
Hands fumbled together, and the figure shrugged. "That- that thing, that you were doing earlier, y'know, the..." They trailed off, before they started to hum. The same tune Quackity had been humming, though horribly off and only slightly resembling the same song.
"...Humming?"
The stranger nodded, "Right, yeah. That."
Or, Quackity is an agent sent down to explore an underground subway, only to meet an odd stranger that shouldn't really be there.
