Summary
A book covering the missing story of the Dexter Gang in the years leading up to the final Psi Corps raid on their base, and how Bester became the missing "baby of hope" for the Telepath Resistance.
Since canon has nothing but a seven-or so year gap between the events of the Remy Ligeau story arc (which canon never finished) and the events before Bester's birth, I fill in the narrative and character gaps using material that's mentioned but never shown/elaborated on in canon.
This includes the missing stories about:
* The undercover Psi Cop who tried to expose Rentech (the evil pharmaceutical company);
* Vacit and Natasha Alexander's quest to find the origins of telepathy (and find Vorlons);
* The Senate catching on to Vacit's support for the Underground;
* The events leading up to the Dexter RaidRated M for violence, language, off-screen abuse and messed up dynamics between characters, not because of explicit sexual content. Characters are stated as being in relationships but nothing sexual is shown. There is also a scene (from canon) where a child is rescued from sexual exploitation.

This is the story of how Bey rescues him, except I'm telling it from Bey's point of view. Unlike (clueless) adolescent Bester in the book, Bey actually knows what is going on and why.
This is the missing story and context.

I've compiled the Big Ass List of Examples of canon abuse of telepaths, by normals, over 150 years. This list only includes what is directly mentioned or shown, and does not include the Telepath War itself.
The same list can be found in my prior post here, where I dissect a JMS Usenet post and respond with a discussion of the canon history and the legal framework by which telepaths are "regulated".
I am presently working on a novella focusing on just the events of 2156 - the year the Centauri arrived and made first contact, and the year the Corps (as such) was formed. This is one of the most eventful six-month periods in canon, but it somehow only gets a few pages and some indirect references later on. You deserve the full book.

The Third Time Bey Saves Bester's Life by pallasite

Summary
Something has happened off-screen, and Bey has to break off all contact with Bester in order to save his life from the director (again).
The canon books claim (disingenuously) to "uncover the secret history of Psi Corps," but only offer two vague scenes to hint at the most important and tragic events in Psi Corps history of this period: namely, the "purge" of telepath leadership when Johnston replaces Vacit as director. He kills Sandoval Bey (Bester's father figure), Natasha Alexander (Lyta's grandmother), and everyone Bester grew up with (along with many others); he sells Bester's lover Caroline and other prisoners as "weapons parts" to the Shadows; and he was involved in literally selling Earth out to the Shadows - basically, he's one of the biggest "baddies" of the whole B5 universe (I would argue even worse than Clark).
Bester plots for decades to assassinate him, and that's also cut out of the books till the final scene.
Someone has to write this... me?

Sandoval Bey was Bester's mentor and father figure when he was a teen in the Corps. (This is canon - he's a character in the canon books and was discussed in the unfilmed Crusade script involving Bester.)
Fragments of his backstory are given in canon - I've pulled them together and I'm reconstructing his story, because his life story is, in a sense, the story of a certain era of the Corps. Bey entered the Corps as a teenager, a "later" from the normal world with no connections, yet eventually rose to be head of all of MetaPol under Director Vacit. His eventual assassination at the hands of Psi Corps Director Johnston (Vacit's successor) marked a pivotal moment both in Psi Corps history, and in Bester's life.
