Summary
It has been a year and a half since Clarke walked away from her people, and things have changed drastically for the girl who fell from the sky. She has found love and lost it. Endured pain and tragedy and overcome it. She has even started a little family of her own. But amongst all of her growth and change, one truth remains unchanging. She is unable to escape Lexa, she is inevitable to Clarke, the only constant in her life that she cannot outrun. Despite her valiant effort to do so.
War is brewing in the shadows. A ruler hungry for power and adept in the use of tyranny to achieve her ends, is stirring impatiently. The elusive "Department Sigma" is mentioned many times in the canon books, and the results of their work (and mishaps) are mentioned several times in the show (e.g. Dust, and the Ironheart debacle). Indeed, when it comes to "secret projects" in the Corps, it seems they're behind everything. But who was "Department Sigma," and what were they really up to?
Perhaps surprisingly, they weren't the "evil" outfit the show leads you to believe. Rather, the inspiration for their work came directly from the Vorlons themselves, who took Psi Corps director Kevin Vacit, and his aide Natasha Alexander (Lyta's grandmother) onto their ship - and showed them the long, difficult path necessary for humanity to defeat the Shadows. Telepaths were at the center of the plan.
Director Johnston assassinated Natasha Alexander.
Under subterfuge, Department Sigma plowed ahead anyway, knowing nothing less was at stake than humanity itself.

I have lost my original preface, so unfortunately I cannot give proper credit for beta help. I believe the basic story, "Lia", was started early 1996 (maybe late 1995) and was completed in March 1996. From the beginning this was an AU: I was going to write my own Shadow War without a clear resolution (and ignoring Clark & all) because I didn't want to see John go to Z'Ha'Dum and die there. I told Anna to subvert whatever plan the Shadows had to use her as a weapon and break free. This, of course, causes problems for John and Delenn, but that was preferable to John dead.
Unlike jms, I didn't have a theme so I just had a vague idea of a years-long conflict and no endpoint. "Lia", the beginning of the AU, is 6 chapters plus prolog and epilog, then sketches for some follow up stories. Only one of those stories was completed. Then Z'Ha'Dum and Into the Fire ... and I stopped working on this AU, though the "many years" became three or five years and then (except for "20 years") somewhat parallel my Z'Ha'Dum AU.
The "explict" rating is for "Waiting a War Again," which is explicit. All other chapters are "General."

--DelennThe theme of "By Way of Proposal" is to propose how the confrontation of the Shadows could have happened if matters had changed somewhat at the beginning so that Sheridan would have chosen his path. I also wanted to avoid how much Susan and Delenn fell apart because he left without word, except for a message that came too late.
This is a commentary AU. The first four chapters, and much of the end scenes (especially J&D) were written in late 1996 and early 1997. Over the winter of 2021/22, I wrote the rest of the scenes so I had a complete story. Then in Spring through July I wrote several new scenes to chapters 4 through 9 because I realized the emotions would have been more complex than I wrote twenty-five years ago, particularly in the case of Sheridan. In January the wordcount was about 15K, it has increased to 25K, and I think I have improved the emotional logic. The introduction (chapter 1) describes this in more detail.
