The woman had been unofficially heading up the council for around fifteen years, now – Zestial seemingly happy to take a step back after so many decades trying to manage the clashing egos and power trips of those strong enough to be considered Overlords – and Rosie could probably count on one hand (not her own, goodness no, that would have been crass) how many times she'd seen the woman outside of either a council meeting, or something adjacent to them.
Not that she had any particular issues with her – she had nothing against socialising with her fellow Overlords. Most of them, anyway – she'd just never thought Carmilla did socialise.
