Summary
The Psi Corps is all about control. It was founded as a way for normals to control telepaths a hundred years ago, now grown into a cult of telepaths controlling one another, and its leadership holds ambitions of controlling all of Earthgov and even the future of humanity itself.
To this end, the Corps has planted sleeper agents deep within the minds of unsuspecting officers in nearly every agency and military outpost. Each reports in while their oblivious host is asleep, waiting for full activation upon a single telepathic command. The one within commercial telepath Talia Winters aboard Babylon 5 is no different, and as one of the more useful spies, she has been given the fitting codename Control.
But on the same day the rogue Lyta Alexander arrives with a stolen activation key, another fugitive from the Corps has come as well.

Several studies have found that individuals with strong psionic abilities are able to survive longer periods of cerebral hypoxia without permanent loss of function than those whose psionic abilities are weaker or nonexistent; however, the mechanism underlying this effect remains unclear. We examine the case of a patient presenting with artificially induced dissociative identity disorder. Both personality states had access to psionic abilities; however, the personality state identified by the patient’s medical records as the original state demonstrated stronger psionic abilities than the induced personality state. The patient was treated by inducing inert gas asphyxiation and delaying resuscitation efforts until the maximum survival time for the induced personality state’s estimated psionic strength had elapsed; upon revival, only the psionically stronger original personality state remained. While a single case study cannot be taken as definitive, this result suggests that the ability of psionically stronger individuals to survive longer periods of cerebral hypoxia is psionic rather than biological in origin.

Summary: Post Earth Alliance War. Assumes Ivanova and Talia were intimate pre-Divided Loyalties.
After a botched assassination attempt, Ivanova is obliged to accept a government appointed Psi-Corps bodyguard. A bodyguard who turns out to be none other than the Control personality wearing the body of Ms. Talia Winters. Neither of them are happy about this. Shenanigans ensue. Part political thriller, part psychological mind games (telepathic or otherwise), and all angst.

When the Control Personality in Ms. Winters is activated, Ivanova calls up Mr. Bester to demand to know what he knows about it. He tells her it's impossible, but if someone has activated something like one, he would be right over. Mr. Bester shows up before Control can leave and reactivates Ms. Winters's personality. However, some things are not fixed so easily, and the brainwashing was rather complex.

Summary
I've compiled the Big Ass List of Examples of canon abuse of telepaths, by normals, over 150 years. This list only includes what is directly mentioned or shown, and does not include the Telepath War itself.
The same list can be found in my prior post here, where I dissect a JMS Usenet post and respond with a discussion of the canon history and the legal framework by which telepaths are "regulated".
I am presently working on a novella focusing on just the events of 2156 - the year the Centauri arrived and made first contact, and the year the Corps (as such) was formed. This is one of the most eventful six-month periods in canon, but it somehow only gets a few pages and some indirect references later on. You deserve the full book.
