Summary
What if the "gods" Zetian and Qin Zheng encountered on the Heavenly Court weren't the Melians? What if they had been actual gods?
Zetian always knew that the so-called "divine right of kings" has since been transferred from actual emperors (with the notable exceptions of herself and Qin Zheng) to the greedy, soulless CEOs that drain the people of Huaxia dry. But she wasn't prepared to see the phenomenon among the truly divine.
Suddenly, the process of saving Shimin just got a lot more complicated.
This is intended to be the first sub-story in an ongoing overarching story!

But when Shimin had described his werewolf form, he had always made it sound like he was some salivating creature that attacked anything in sight. The Shimin before them was big, but anything scary ended there. He had thick black fur, enormous and pretty eyes, and the most boopable snout Zetian had ever seen. His mouth hung open as he panted and his ears flopped against his head.
"...This is what Shimin is scared of?" Zetian said aloud.
Yizhi reached out to stroke him and Shimin wagged his tail excitedly, worming his way into Yizhi's lap. "Who's a good boy?"

If Yizhi's fingers sometimes strayed towards Zetian's clothes, it was because they reminded him of her and for no other reason. If he was carrying laundry or washing their clothes and he lingered on her dresses a little too long, then it was because women's clothes were more delicate and he was being careful so that they didn't rip. There was no other reason. None that existed if he didn't admit to them.

She was only aware of seeing that same blank look on his face and wishing she could do something, anything to replace it. They’d found pleasure in each other before all this. Maybe they could again.

He doesn’t really start to believe that that tenderness is anything but referred through Zetian though, until both boys found themselves similarly hovering over her sickbed, watching fluids and painkillers and antibiotics drip into her still form in turns. Yizhi made room for him, when he entered, and when Shimin stood there, shuffling his feet and looking like a kid in front of a plate of cookies, he gave him direction. Showed him how to gently rearrange her to prevent bed sores, tilting her head and offered him a comb to fix her hair with. Shimin’s eyes widen and lock onto Yizhi’s face, looking for a catch, for a trick, to be mocked. He finds none of it. No, Yizhi is smiling with so much radiance that Shimin wonders if he accidentally activated his flame meridians he feels so hot. His face and his chest are burning as he reaches for the comb, as his fingers brush against Yizhi’s. Together, they tend to Zetian as she rests, and turn to resting themselves.

“Yes there it is again. You seem to enjoy acting that way,” he says, with less disapproval than Yizhi expected to hear. That was the moment he realized this might not be going the way he expected it would.
“I simply wish to ensure his Majesty knows-”
“You feel bad, for what happened. Or you feel as if I am angry in some way and seek revenge?”
Yizhi blinks, blatantly not expecting Qin Zheng to address it so directly. He rallies quickly. “I expect that if your Majesty was displeased with me in some way, you would ensure that I was aware of it.”
“Now that is exactly right.” There is a soft clatter of plastic on plastic, and Yizhi looks down at the drawer to see a very specific and unmistakable little bit of technology. A chuckle makes him look up to see Qin Zheng holding the remote control for it.

It is something that would take a toll on any man, especially a man of action and strength… If I may, my Emperor, you’re clearly bored,” and the emphasis on the word tells its own story, with the cold way Yizhi’s eyes burn, and the way he lifts a hand to touch the glass on the opposite side of where Qin Zheng’s own rests. “I was contemplating the best possible solution.”
He blinks, the young Emperor clearly not expecting that answer. He rallies, his voice taking on a new tone, “And did you find one, Secretary Zhang?”
A not entirely pleasant shiver slides through Yizhi, leaving his toes curling in his shoes, and a cold heavy feeling in his stomach, but looks from his own hand against the glass to the gold of Qin Zheng’s half-mask, feels a determination lock into place, born of a darker kind of wanting than what he’s playing at having. “I think I have.”
