“No,” Nanamine says again, shaking their head. Their eyes are fixed on Mitsuba and Mitsuba alone. “I just need Mitsuba.”

Washing Nene’s hair is akin to taking care of a wounded animal. Not that Sakura has much experience with the latter, but they assume the two are similar. They both require a certain level of delicacy and intention. If they scratched Nene too deeply or held her too tightly, they could startle her. The goal here is to make her feel protected, taken care of. As such, Nene can’t know there’s a goal. She has to think that she’s here entirely by choice.

Summary
The way they see it, that’s just the way the world works. The world is a cold place, and to survive you must be even colder. It’s best not to form attachments to people, be polite but not too sweet. In a way, Sakura only forms alliances to pass the time. If things go their way, all of humanity will be gone, so it would be unwise to grow too fond of people.
So why do they allow Natsuhiko to be an exception? Why do they let their guard down around him, and let him light up their life in a way no one else does? The feeling is still strange, not quite romance but something adjacent.
