Maybe, even make them more powerful than All Might and other Pro heroes. Using his connections, he gathers many children ranging in age of 6 to 16 to create the army he will use to defeat All Might once and for all. Even if he has to use his own children. He will turn them into the perfect weapons, ready to do whatever All for One wishes. With his connections to Tamina Hospital, he gets other ingredients he needs, DNA of powerful quirks.
Unfortunately, he did not account for the resilience and intelligence of the children.

Summary
Tara Carpenter loved Amber Freeman and vice versa. They were best friends, attached at the hip. Then, Amber went missing. Everyone looked everywhere they could think of, but Amber was never seen again.
Four years later, in 2019, the apocalypse occurred around what would have been Amber's sophomore year of high school. It's now 2023, meaning it's been four years since the apocalypse started and almost a decade since Amber disappeared.
The world isn't exactly "safe" anymore; it never truly was. There are still survivors, but not many, as around a third of humanity has fallen. The government fell as well. It was long overdue.
Amber is "alive". When she went "missing", it turned out her parents had sold her to a lab, and she was turned. She can appear to be completely gone, but she's not. She's still in there. However, it's hard to speak for her due to the infection in her veins, but she's mostly okay. She wanders around now, often with hordes of fully turned zombies, traveling the world. She has been almost everywhere.
Eventually, she stumbles upon Woodsboro again and finds a few people she thought she'd never see again. And maybe, just maybe, they can help her become human again.

Her pink hair in a braided bun to keep it out of her face, though some messy strands have fallen down while she works. She’s facing away from the window so the league can’t see her face, but Tomura knows all to well who it is.
