“Decided to give alcohol another shot tonight, hm?” Kaeya teased, taking another sip of his own wine.
Diluc shot him an annoyed glare and took, what seemed like to Kaeya, a deliberate drink from his glass. “I’m sure I don’t know what you’re referring to, Sir Kaeya.” It was a warning. Intriguing.
Diluc gets drunk. Kaeya has no coat. These two events are related.

Diluc’s hand felt cold on his neck, even through his glove. Kaeya shivered at the sensation, but his heart dropped as his mind realized that his friend would never feel warm ever again. Ironic, for a pyro vision holder.

Summary
Diluc believes that Kaeya is only using him and their impending marriage to save his fallen kingdom.
For Kaeya, this marriage was for Khaenri’ah, a necessary sacrifice. For Diluc, this was a slow torture knowing the person he loves would never share his affections. He agreed because it would make Kaeya happy and, more selfishly, it would allow him to pretend that he’s loved at least until Kaeya leaves.
