"I'm not sure, Jason. This might be something personal," Dick looks worried but also intrigued.
"Maybe it's a recording the kids' parents made," Jason shrugs.
"Could be," Dick concedes as he plugs the small device into the screens and settles back to watch.

“Young Midoriya?” Ok maybe this was one of those life flashing before your eyes as he died. At least if it was he would have a chance to see Kacchan again. Taking the hair he choked it down and tried to remember exactly what he did next. The exam! Oh shit, it had been years since he took the entrance exam, what if he couldn’t remember anything? Would he get kicked out of his own flashback? But as he moved through the city, everything felt too much, too real. His breath caught in his throat as he saw Katsuki, his signature teenage scowl on his face.
“Kacchan!” Rushing to the blonde boy he grabbed him. “Kacchan!” He could tell Katsuki wanted to pull away but something in Izuku’s face gave him pause.
“What is it?”
“We don’t have time right now, but I have so much to tell you. You are the most important person to me and I don’t want to keep anything from you.” He had never seen that confused puppy look on Katsuki’s face before and it was oddly cute. “Wait for me after the practical please?”

That means he needs to plan. He needs to find a way to fix the mistakes of the future and stop his friends from dying. He refuses to fail this time.
He'll be the Hero he couldn't be.
Or, Midoriya Izuku was Quirkless, was gifted a Quirk from All Might, went to Yuuei, fought in a War, lived through the After and was supposed to die. Only he finds himself back in the past with a skewed moral code, PTSD, and an extreme desire to stop his friends from dying brutal deaths. He is going to change the future, make some friends, maybe find a boyfriend, give some Villains a reason to be better and stop some Heroes. For better or for worse.

Summary
Down to the remaining eleven rebels in the country of Japan, all seems lost. The ultimate win of the League is on the horizon, the country is in shambles, and the last heroes are slowly being picked off one by one, the years long war is almost over. Then Deku, leader of the last rebel faction, is given the chance to start over. A civilian with a time travel quirk has offered his services, and it is an opportunity that none of them can refuse. The chance to save their friends and families and loved ones is a chance that's worth the risks and the expectations. Even if it means having to disappear when in the past, these last heroes will do whatever it takes, with Deku leading the charge.
Starting over from square one shouldn't be too difficult, despite the laundry list of actions to be taken.
