Jon, completely unaware of his surroundings at first, finally reacts after acting in a fit of rage and despair, when he does, he discovers he killed every single man and criminal in the mission he was sent, when he was supposed to arrest them and bring them to the police. Completely broken by his own actions, he starts to think of himself as a monster, not worthy at all of carrying the "S" on his chest.
And then, when his best friend and unrequited love arrives at the scene, he believes Robin was sent to finish him, to arrest him or whatever Batman and the Justice League sent him to do.
Because they surely know Damian is, aside from kryptonite, his ultimate weakness.
He couldn't be more wrong as to why Damian is really there.

It wasn't every day that two of the most influential magical families, not to mention England's most renowned auror family and the Middle East's ancient family of alleged dark wizards, came together despite their differences to welcome a pure heir to both sides of the coin.
It was impossible not to know the name Damian Wayne.
After strange events had led to his presence being unwelcome at Durmstrang and his ending up at Hogwarts, the great prince charming had dedicated himself to a specific mission from day one on the castle grounds. He hadn't waited for his first dinner to even happen properly. And his mission was this: to make my life miserable for a simple mistake that we could have solved by being nice.
The problem was that he isn't nice and neither am I, and I wouldn't let him and his big name walk all over me like I was trash.

After losing Aunt May, Peter watches as his repeated interruptions when Doctor Strange was casting the spell to make the world forget that Peter Parker is Spider-Man, results in his universe collapsing. With grief and regret heavy in his chest, he asks Strange to make the world forget Peter Parker and save the universe.
"That wouldn't be enough Peter. Things have gone too far and in order to save our universe, you need to leave it." Strange replied with pity in his eyes.
"What?" Peter asked in shock.
"Yes but I can send you to a universe where there is no Peter Parker. I can send you somewhere you can start a new life, a place that needs Spider-Man more than New York." Strange said in an attempt to comfort him.
"Will that save everyone here?" Peter asked hopefully.
"Yes." Strange replied.
"Do it then." Peter said at last with determination.
That's how Peter ended up in Gotham as the spell spat him out in the Wayne Manor just as Bane attacks the manor and Alfred.
