After the gigantic twins Eska and Desna rampaged all over Republic City before being stopped by Avatar Korra, the city is slowly rebuilding. Lin Beifong, the Chief of Police of the Republic City Police Department, is out on patrol with some of her Police officers, being ever vigilant and trying to catch criminals who might try to commit crimes under their supervision. Suddenly, an explosion is heard, and Lin with her police officers make it to where the explosion came from. It came out of a bank building which had a hole blown up on its side by some benders who were there to steal the money. The explosion has caused multiple people in its vicinity to be hurt, which causes Lin to freeze, because watching all these people suffering in front of her reminds her of Eska and Desna stomping on top of multiple people and Police officers with their giant bare feet, making her feel helpless. Despite those around her trying to cheer her up, Lin wants nothing more than to have the strength of a thousand officers and crush these crooks under her feet. A mysterious spirit invades her mind and promises to help her fulfill that wish, and Lin soon grows to 100 feet tall, albeit at the eventual cost of her morality…
